Regulatory Associate Attorney (Richmond, VA Preferred)

We are seeking an Attorney with experience representing clients before the Virginia State Corporation Commission (SCC) or a comparable record before other state/federal regulatory agencies. This is a partnership track position.

Position Summary:

The successful candidate will be an entrepreneurial attorney admitted to practice in Virginia with at least 2-5 years’ experience advocating for utilities or other corporate clients before the SCC, the Federal Energy Regulatory Commission (FERC), the Virginia Department of Environmental Quality (DEQ), the U.S. Environmental Protection Agency (EPA), the United States Army Corps of Engineers (ACOE) or similar state/federal regulatory/legislative bodies. The attorney will practice under the supervision of one or more Principals in the firm’s Regulatory Compliance Practice Group but will be expected to exercise independent judgment and discretion and to perform substantive legal functions in client matters. The incumbent will maintain positive contact with clients, observe confidentiality in client matters and will actively participate in the firm’s marketing efforts and client development. Although the majority of the anticipated work will be before the SCC in Richmond, the position may be based in our Richmond Office or any of the firm’s locations, dependent on the candidate’s needs and preference. Some travel within/outside of the Commonwealth will occasionally be required.

Essential Functions

The primary focus of the position will be to represent the firm’s utility clients before the SCC and related agencies. “Essential functions” are duties and responsibilities that all Woods Rogers attorneys that incumbents must be able to perform unassisted or with reasonable accommodation by the employer. The Attorney will be expected to:

  • Maintain membership in state bar and complete all required Continuing Legal Education requirements annually.
  • Follows the ethical requirements as set forth by the Rules of Professional Conduct of the state and comply with all requirements of the firm’s professional liability insurer.
  • Perform discovery of various electronically stored data and hard copies of information in preparation for litigation.
  • Review and analyze newly assigned and existing matters in order to provide legal representation until the matter is concluded.
  • Draft all necessary documents to provide legal representation to clients and route them through the appropriate office procedures.
  • Perform necessary legal research and analysis of the law on complex regulatory issues.
  • Draft briefs and pleadings for submission to a supervising lawyer in the firm using various methods to include libraries and computer data systems.
  • Formulate and submit well-founded legal opinions to clients.
  • Communicate regularly with clients regarding the status of their matter.

Essential Knowledge, Skills, and Abilities:

  • Knowledge of SCC or comparable regulatory laws and practice requirements in order to perform substantive legal function in client matters.
  • Ability to focus and pay close attention to detail for extended periods of time.
  • Analytical skills necessary to conduct complex and detailed analyses of state and federal laws, regulations, and administrative guidance.
  • Interpersonal skills necessary to communicate effectively, whether by e-mail, telephone, video call or in-person with a diverse group of clients, attorneys, staff and agency personnel to convey information and legal argument with the requisite courtesy, advocacy and tact.
  • Ability to travel to private and public buildings locally and statewide via private or public conveyance to attend to client needs on legal matters.
  • The position will require more than 40 hours per week to perform the essential duties of the position.

Education/Experience:

  • Juris Doctor (JD)
  • Member of applicable state bar(or have an expectation of becoming a member)
  • At least 2-5 years’ experience before SCC or similar state/federal regulatory agency/ies
