Patrick advises clients on breach response, data privacy, information security, and regulatory compliance related to domestic and international privacy laws and regulations, including the General Data Protection Regulation (GDPR), California Consumer Privacy Act (CCPA), Virginia Consumer Data Protection Act (VCDPA), and the Health Insurance Portability and Accountability Act (HIPAA).

Patrick strives to understand his clients’ business strategies, objectives, and technology infrastructure to provide actionable advice. He draws on his years of experience in the public sector handling legal and regulatory issues associated with records requests filed under the federal Privacy Act and the Freedom of Information Act, in addition to advising litigators within the U.S. Department of Justice on trial strategy for defending privacy-related lawsuits.

Additionally, Patrick is a Certified Information Privacy Professional with expertise in both U.S. and European law (CIPP/US & CIPP/E) by the International Association of Privacy Professionals (IAPP).

After earning his law degree at the George Mason University School of Law, Patrick taught as an adjunct professor for four years. His course focused on effectively managing and operating the National Security Law Journal (NSLJ). Prior to joining WRVB, Patrick practiced at Davis Wright Tremaine LLP.
