Neil Birkhoff will be the Interim Director of the Tax Clinic at the Washington & Lee University School of Law during the 2021-2022 academic year. Neil previously served as Interim Director of the Tax Clinic during the Fall 2015 and Fall 2020 semesters. In this role, Neil oversees eight students who provide pro-bono representation for low-income taxpayers in income tax matters before the IRS and the Virginia Department of Taxation.

Neil has been committed to providing legal representation for low-income taxpayers for many years. He has been associated with The Community Tax Law Project—the first non-university affiliated low-income taxpayer clinic (LITC) established in the United States—for more than 25 years as a volunteer attorney, board member, president, and advisory board member.

In addition to his legal practice, Neil is an adjunct professor of law at the Washington and Lee University School of Law, where he currently teaches a class on trusts and estates. Neil will be working with the Tax Clinic beginning May 1, 2021, and continuing through June 30, 2022. He remains available for clients during business hours and available to his students as needed.
