Debbie is a principal and Chair of Woods Rogers Vandeventer Black’s (WRVB) Community Associations team. She is rated “AV Preeminent” by Martindale-Hubbell, the highest rating for legal ability and ethical standards. In addition to her many unprecedented accomplishments, she was the first and still is one of only a few lawyers in Southeastern Virginia admitted as a Fellow to CAI National’s prestigious College of Community Association Lawyers (CCAL).
For more than three decades, Debbie has concentrated her practice in representing Virginia’s common interest communities providing exceptional legal counseling tailored to their needs. Her clients include a variety of condominium and property owners’ associations, as well as mixed use and planned communities. Her strategic guidance spans the broad spectrum of legal issues facing community associations, from transition to aging properties; drafting, amending and interpreting documents to enforcement of covenants and restrictions, litigation and mediation; defective construction to major repair projects; environmental and land use; finance and fund management to assessment collection, liens, foreclosures, and bankruptcy; insurance to management; fair housing, discrimination, regulatory and other compliance; operations and governance; and as general and corporate counsel, encompassing forward thinking, collaboration, and positive impact.
By staying current in the law, active in CAI and the larger community, Debbie understands the unique and multifaceted challenges presented daily, and in more unusual and complex circumstances, and delivers superior results. She leads the community association law practice with integrity, professionalism, and efficiency, being proactive, accessible, and responsive.
Debbie also has broad experience representing creditors and commercial property owners in leasing, contracts, bankruptcy, collections and dispute resolution. Her litigation experience yielded a great understanding of contracts that enables her to advance and protect the interests of businesses and property owners. This experience has sharpened her skills to draft contracts and resolve disputes that recognize business objectives, meet goals, maximize opportunity, and minimize risk.
